My dear Guru..the answer still is yes...a sound made...is not necessarily a sound heard...as a word spoken...is not necessarily a word understood.

When the rules state only 10 skills, they refer to just the Shikai/Bankai abilities right?

Back up Leon when the tree falls who's to say the tree next to him did not hear it??? Or the Earth did not hear it?? What do you say to that since technically they both are living things...

And No it means you get 10 techniques max whether they be all shikai all bankai or just one's in sealed state....You only get ten skills maximum....

What about Kidous?

No not really your kidous can be personal skills if they have more of an incantation activation more than a Zanpakotu based attack...

lol, none of my skills use activation lines...only a naming at the end of the casting. But most of them have heavy costs...Like if I use Lightning Court over 4 times I begin damaging myself...if I use Demon's Dance(N/A at the moment) I will definitely hurt myself...if I use Last Resort(Seven Bolt Strike) I lose basically all my energ...Neo Rush and Oblivian Rush although are very useful and powerful run in the family of Demon's Dance and therefore are damaging when over using

No...a sound described by us, is something that is heard...however a technically sound is a vibration picked up by certain senses...Like a dog can hear a dog whistle but we can't so does it make a sound when we blow it even though we dont hear it? Yes, it does because even though we dont hear it the vibration is still there and there are possibilities of someone/something of picking the vibration up.
